Confederation Park and the Ottawa Locks are two well-loved public destinations in the heart of downtown Ottawa. Located near the UNESCO designated Rideau Canal and steps from important landmarks, both sites offer a true urban oasis. These spaces sit along signature cultural corridors and waterfronts used by residents, office workers and visitors throughout the tourism season.
The NCC is seeking proposals from experienced food and beverage operators to animate one or both locations under multi‑year agreements (up to five years). Operations would run seasonally from May 15 to October 31, beginning in 2026 for Confederation Park and in 2027 for the Ottawa Lock Office.
Proponents are encouraged to demonstrate excellence in customer service, site animation, bilingual service delivery and sustainable operational practices.
Scope
1. Confederation Park – Elgin Street and Laurier Avenue (starting May 2026)
Operators may propose one of the following models:
- NCC‑branded bistro
- Private operator food truck(s)
- Private operator concept
2. Ottawa Lock Office – Rideau Canal Locks (starting May 2027)
Operators may propose one of the following models:

Requirements
The NCC values strong urban design, environmental care and sustainable practices. Proponents must show that they have the experience, capacity and design approach needed to deliver this project. Submissions should also demonstrate how the proposal meets NCC planning policies and guidelines.
Proponents must review the Proponent’s Guide to the NCC’s Federal Land Use, Design and Transaction Approval Process to familiarize themselves with the requirements for their concept and proposal. Federal land use and design approvals are required before operations can begin. Approval timelines may change and approvals are not guaranteed, but the proponent will have access to NCC project oversight resources to support their application.
Preference will be given to proponents who complement existing NCC initiatives and who have proven experience and success running similar operations.
